Using GitHub issue tracker as Q&A (aka StackOverflow)

I've noticed lately that more and more people are using the issue tracker of GitHub to make questions about their problems and not issues in the software itself.

I do not really mind because search engines still index these questions but I think that an issue tracker is not meant for that.

So, why do people use it that way?
