Needing advice for my mobile app

Can anyone give me an idea of what to expect to have a mobile app developed ideally android and iphone capable to be sold in the Play Store etc.? Money and time? Essentially it is a data base app where the user can add new entries, edit, save, and delete them. Would also need the capability to add photo and screenshot. Most importantly entries would need to be searchable. That's pretty much it…. I live in the St. Louis, Mo area and would ideally like to work with someone local but am open to any ideas. Is trying to get this freelanced a good idea? Thanks so much and I appreciate any input.
