Where would technical writing be in a typical software development cycle?

I'm new to the industry, and was wondering where technical writing would exist in development. Would it be after testing? I usually think of it has the final stage of development that most people forget about, even though it's important. I'm assuming for a new product release the technical writing stage is much busier, and otherwise it's just maintenance?
