Create Windows application running external URL?

I have created a site which I want to create an application of. I am thinking something like this: https://github.com/cztomczak/phpdesktop but the difference is that I won't be hosting the site locally, instead it will connect to the site.

Is there a way to create your own Chromium-based Windows application, like in PHPDesktop but without the local ability?
