Are there tools that can manage workflows for feature development end to end?

For example, consider the following flow:

I start with a JIRA ticket or something I know I need to do. Perhaps I know what I'm working on — perhaps I don't and I need to create it

I run..

`work`

and then I get prompted for a ticket. If I run something like `work list` I get a list a tickets and the branches I've pinned to them for now. (Pinning a branch would link them inside some kind of memory) If I'm starting something new, I could create the ticket inline and post it to JIRA or something. It would switch me over. I guess I could add committing in there as well since we have a requirement where all commits have to follow a template w/ the ticket number on them.

I could write something — but does something exist out of the box I could use?
