Issue Tracker that can be rendered in a tree as a wiki?

Has anyone found an issue tracker for agile software development, that can either render its contents as an issue tracker, or as a wiki? Imagine converting all of the contents of a Jira project in to a layered wiki format for people to read without using the Jira interface? I'm currently doing this manually. Has anyone found a product that has this automatically?
