What’s the difference between a developer and a system engineer?

I am a CS student currently taking a class on "Software Modeling and Design". I encountered these terms while reading about the 4+1 architectural view model. In this Wikipedia article, it is stated that the development view illustrates the system from a developer's perspective while physical view depicts it from the view of a system engineer. I'm not understanding the difference between these two designations and views. It also says that package diagram is included in the development view but class diagram is included in logical view. Doesn't a programmer need to refer to the class diagram too? So why isn't the class diagram included in development view?
