Publicly available software license focused on pro-social use cases?

I am searching for a publicly available license that defines software as a commons for actors meeting a certain criterion?

For example, I would like to prevent an actor like the Chinese Government or The Church of Scientology from forking my work and using it in use cases like surveillance, combat or influence campaigns. Is anyone aware of something like an MIT license with additional permutations?
