Is there a software to make an android phone run at 1 fps?

My father who had terrible seizures can't look at an moving image, or the screen of a phone being moved around too fast, for the past 14 years. He is states away from me now, but he told me how when he was still playing guitar before he got arthritis, he would use very low quality security cameras, that recorded in like 1 or 5 fps, and would outcast to a crt monitor he had, and record a windows computer, and edit every frame of a music video he was working on, and would record with stuff like audacity even though he couldent look at moving images.

So when me and my band use to play I would record all our concerts and after 5 or so, I would throw them all together in a video editor and slow just the video down to 1 fps and burn it on a dvd for him to be able to watch.

I have been looking for something like this for awhile so I could send him a smart phone, and he would be able to use it, because at the moment he can only use a low lit flip phone with no animations. It would blow his mind to be able to video call people, or to watch movies (I think he would rather watch a movie at 1fps then putting a comforter over the screen and listening, and pausing the movie to see what a character looks like.) and he cant play video games, expect for his original gameboy, and before he started seizures the last console he got to use and see was a PS1, so even playing rpg games on a cell phone, and browsing social media will be awesome for him. His only way to listen to music is CDs or a Alexa i sent him that I taped all the lights with black tape. So something that can play any concert he wants, any song he wants obscure or not.

If there is a software for this can someone please tell me what it is called, and if someone was to develop it, I would pay alot of money to use it on a phone and im pretty sure lots of other would too.
