How to deal with difficult coworkers ?

I am not sure if this is a right place to ask this question but I feel like being developer I have faced difficult people and sometimes I feel like only other developer can understand and help me here.

Difficulties: Pending approvals: Even after dropping dozens of mails/personal and group chat remainders some people do not approve request till very last moment. Due to this my work never gets completed before time.

Code reviews: I understand code review is important and we need to follow certain practices. But few people dont review entire code instead they review small piece of code, give comments and repeat this process several times. If reviewer can review all together it ll save time of both developer as well as reviewer.

Resource allocation: One of the most painful thing is getting hardware/cloud/software resources from devops/support team. Even for very tiny request like password request they need 3 business days. I understand for new hardware order and delivery can take time but providing keyboard or mouse should not take more than hour.
