Nearby Functionality Based on GPS locations and Address

I am working on a project which has two kinds of users: Service Provider and Client. It consists Spring REST server which will serve the Android and IOS application. I need to implement a feature wherein Service Provider should be able to see service requests posted by clients in their area. I need guidance on how to go about it, what are my options.

Can I do it in Java APIs with MySQL database ? or Do I need a graph DB for that.
