Fintech startup. Can anyone help?

I have a startup idea that has been around the table a few times with friends / family co workers / online questionnaires etc… With great success. I want to start building the start up but I do not know where to start. It is based on financial transactions and will use block chain. What would be the process of hiring developers/ what language would be best to program a finance based app and service. Currently there is not much capital, but will hopefully change soon. (Not keen on going the VC route).

I know this is very vague, but that is why I am asking on here.
