[Question] What language/framework is good for building a mini local server?

Hello guys! I have this project idea to make a mini api that will be host on my windows desktop that will just be accessed by a few phone devices that is using the same LAN.

All it does is some simple calculation and updating database or retrieving datas.

Anyone has any recommendation? Appreciate all suggestion.
