How to choose your software developing tools?

I recently started developing(continuing development) a software for a company and got the option to switch/add developing tool for what we're developing. We've only used Microsoft access until now but it's graphical and functional limitations are staring to show. Is there a clear step to a better platform to use instead or as an addition? Is there a good way to find good alternative options?
