What PL should I use to create a modern photo editing software?

I am pretty much a software development novice.

I know just a little Java and a tiny bit of C++. Nothing basically. I am wanting to create my own photo editing software, somewhat similar to Photoshop, but with much less elements. I would like things like various brushes and similar though. So, perhaps similar to GIMP or lower. Maybe somewhat similar to Manga Studio.

So, what programming language(s) would be best to use to create this?

I am will to spend as long as required on this project. I have fun creating things and I would get a lot of satisfaction out of creating something like this, so I am willing to spend a lot of time or even have some people help with coding to get it finished.

My main issue is I just don't know where to start in terms of programming language. It is easy to find books on game development and similar, but finding things on photo editing software development is well, limited at best…

I want something that will withstand time and upgrades as well.

That said, any suggestions?
