Where to find someone to develop software for a company?

I’m looking to hire an individual who’s able to develop some software for my company. However it’s a small business so I’m not ready to purchase something heavy-duty or very expensive. I’d like to hire someone who is just out of college or who is just starting a software development company. What’s the best way to find someone like this?
