Handling many livechats from customers

Lets say there are 20 customers wanting to ask question about my product, but I only have 3 support people that handle customers. I want to make a queue for each customer, and put the next customer to free support person. Is there any API out there that solve this kind of issue? And can I somehow connect it to WhatsApp Business chat?
