Becoming my own project manager in a way. Any good resources that could help?

I've been at my current position for a few years now and while it does deal with software development in some aspects, it doesn't allow me a lot of time or necessity to work on my own pet projects during work hours. I've been able to create a few small tools to help our teams, but recently one of the higher ups threw out an idea as a possible additional job role.

The team has been tracking their time the past few months while working on certain tasks, and they've identified certain tasks that could be made quicker and more efficient. The guy I was talking to suggested that it could maybe be part of my job duties to build tools to help meet those needs. I'm excited at both becoming better at programming and filling a need that my team has, though this process of shepherding my own project(s) along a formal release cycle seems a bit daunting at first.

What are some ways I could approach this? Other teams currently use JIRA, and I could maybe make the case for including my projects on that board in some way. That would allow the use of sprints, including tickets/commits in releases, and so on. I'm looking at this as becoming my own project manager in a way, and I'd like to learn some good tips.
