How to deal with language barriers within team?

I work at a large company in the US as a software developer, and a large portion of people in IT are outsourced from foreign companies (mostly indian), and I am having a very hard time communicating with my our lead backend developer. Getting anything changed on the API is extremely hard to communicate, and most of the time isn't what I need in order to complete my stories and things keep getting pushed back. What can I do to make communication easier?
