App development guidance

This has probably been posted a million times, so for that I apologize, and this might not be the right subreddit for it, so again I apologize.

I have an idea for an app, that I've researched and found a need for in my demographic and geographic area. However, I am incompetent when it comes to IT and development. Not at all blaming it, but I grew up with dial up internet and as much as computer science as a field interested me, i quickly got my teeth kicked in when trying to learn it in late highschool/ early college.

Where can I find courses or information to start from scratch where they will ELi5 all the information. I have no problem paying for it, but I do work full time so I cant quit and enroll in a coding class.

Or, where can I find someone to partner with that can make the app for/with me without them just taking the potential company. Side note, I realize not everyone is a jerk and would just steal the idea, but still.
