Resources for how to task out design features? (Issue tracking advice)

I'm trying to figure out if there are any resources for advice on how to write up feature requests in the most succinct way possible so that our team can just go grab an issue, and know exactly what needs done. I'm fairly new at developing in this way, so I was curious if anyone knew of any resources/online courses/books that focus on this specific part. I'm sure someone has thought up the best way to articulate design requirements to developers.
