It seems that everyone complains about technical debt, but is there a deep reason why it just accumulates at all firms? In other words, it doesn't appear like it makes any economic sense to rewrite code to address technical debt issues, so as a result technical debt just accumulates until . . . until when? Exactly when is there too much technical debt?
Does anyone have strong opinions on this matter or can point to good sources?
