The difference between Software engineering and software development

Hello, I need some helps to firgue out the differences between Software engineering and software deveopment. I mean after few hours of searching information through the internet, i’m still so confused. Why are stages of Software engineering exactly the same with the Software development life circle, what is the differences? I can only understand one thing is that Software engineering includes Software development. Am I right? Please help, much thanks 🙂
