How would I write this code using the most recent versions of Git and Python

/c/Python27/python.exe duplicate.py IPlugEffect MyFirstPlugin YourName

I'm following this tutorial and it's 6 years old and uses Git 1.8.4 and Python 2.7.5. I wanna replace "MyFirstPlugin YourName" with "TauTau angand". I don't have the directory that it wants.

If worse comes to worse I'll ask my teacher who has been doing this shit since computers took up half a room and worked on military programs.
