Steps for development of a payment system

Hi. I need 20 steps with a bit of explanation on each of them ( if possible ) in the development of a payment system. First step might be defining the purpose of the project, somewhere around 10th step might be defining the implementation phases and around the last step would be the final thoughts. I cant find 20 steps and I need your help. Thanks.
