Should services that employ continuous deployment monitor dependent service health metrics (e.g. latency)?

Monitoring the health of a service through tests/agents is essential for continuous deployment, but does this extend to its dependent services? For example, if latency spikes for a dependent service, should continuous deployment only be blocked IFF, it has a detrimental impact on the other tracked business metrics?

What are the pros/cons?
