Where can I start learning for developing my own insurance software?

Hi, I'm a completely newbie in software development, but I'm interested in making my own software of insurances for my uncle. I have "experience" with RPA and with industrial automation, but I can't find something open source or a start point to later on develop my own software. Any help is very appreciated, thanks
