Can I use Google Site to write Software documentation

I try to write my App documentation and I would like to have this appearance https://developers.google.com/web/fundamentals.

Do you think I can succeed with Google Site ? I wanna avoid using Confluence (too heavy in my opinion). Any idea which tool Google is using ?
