Program to find info on partial license plate

Ok. First of all. I'm not a software developer. But I do have a question about if a certain type of software exists. Let me start by bringing up an example of a type of software I'm asking about. You know the game of scrabble and you have different letters to make up words? You might know that there are websites that will give you every possible word when you give the program the letters you have. The programs will even give you words based on blank tiles that could be any letter in the alphabet. This is critical to my question. Now, here's a real life problem that I'm sure everyone knows about. It has to do with law enforcement looking for a vehicle with only a partial license plate that a witness or whoever was able to see or write down or whatever. So here are 2 questions. 1. Does such a program exist that will do something similar to the scrabble program. For example: someone only seen the first 3 characters of a licence plate. The program runs every possible combination of what the licence plate could be (for that state). The program can also narrow the results based on year, color of vehicle, make, model, ect. Obviously if such a program exists, it could literally save lives. But I've never heard of such a program being used to pinpoint a vehicle. 2. If no such program exists, would it be possible to develop one?
