Change application code without restarting server

Is it possible to change application code without restarting the server? So far I've seen j rebel all though it is not recommended for production. I've also seen that react supports this on specific cases too.

Is there anything else out there that can do that. Essentially I want to keep a rest api up and running, make changes to the business logic without having to restart the server.
