Ukrainian Programmer Salaries vs American is it worth it to Outsource?

I want to start a outsourcing company in Ukraine, I am American, I wanted to team up with some existing outsourcing companies and find them clients. They said for senior developers $40-45 an hour is normal and for mid range $30-35 is an hourly rate. They do things through sprints or projects and give general estimates it seems to depend on company. These developers are top notch in Ukraine it seems with lots of experience working with foreign companies in Europe and America. What are normal hourly wages and are their big difference in prices between American and Ukrainian companies in terms of outsourcing?
