How much of a hassle is it switching developers post-launch?

I hired a software company to develop a communication system (iOS, Android, Web) for my company and they are not signing a document that is required by law. If this document is not signed, we will need to find another developer after the system is launched for maintenance and further development.

How difficult of a switch would this be and what is some advice for such a switch?
