One click preconfigured cloud ide possible?

Hi mates, I'm searching for something like preconfigured development environment with some tooling and libs installed. The user should have minimal effort to start coding. And it should not cost anything (it's non commercial).

So I thought of a cloud ide but looks like there is no solution where I can predefine a setup which gets "cloned" on start.

Does anyone has some experiences or hints?
