Should I hire a developer or outsource? (See details below)

I want to get a professional opinion on whether I should outsource or not.

I have prior knowledge myself but am looking to hire a team.

• I have a $30k budget / can’t afford to go over it • I haven’t had much luck finding in-house developers yet and haven’t looked into outsourcing companies • I’m the only person on the project at the moment

I’ve been recommended to try BairesDev or TopTal. TopTal is where I’ve talked to most of the devs so far.
