Is it better to use C# or make a Webapp for my project

I'm trying to make a password manager app that can be accessed through account and password, it will mainly be used on PCs that are connected to the local server but I want to expand it in the future so the data will be hosted and you can access it basically from anywhere.

So the main question is is it easier to implement a database through a web app or through the C# form app?
