Dev Manager Interview question: How do you measure and evaluate individual dev performance?

It is an interesting question that is hard to answer. In Agile, it is pretty easy to evaluate team performance based on timely completion, results of successful planning, customer feedback. It is easy to give an example like X is now done with a new feature and it also decreased support issues. But how do you evaluate an individual developer?
