Dev Team vs Test Team responsibility

Just wondering if this falls on the responsibility of the test team or the dev team for frontend specific development. In the scenario where css changes are made, the dev submits a PR, the dev team reviews PR. Should the dev team bring down the changes and test it locally before approving or would that be the job of the test team once it gets into the environment?
