If I have an idea for a phone app and I’m not a developer, how can I present the idea, and to who do I present it?

I am not a software developer. I joined this subreddit just to ask this question, and I'll probably unsubscribe/ unjoin after I find the information I'm looking for.

I have an idea for a phone app. I don't even know if it will work, but I'm confident that the right software developer(s) could make it happen. I don't want to divulge too much information here for obvious reasons. I just simply request to know what I need to do with this idea. Who do I present it to? And how do I present it?

I don't want to go to Apple, Microsoft, Google, etc. I'm afraid that they won't do anything with it, and if they do, the end product won't be anything close to what I'm thinking it should be. This idea would be better submitted to a group of college-type developers. Also, it would probably be better developed by a developer, or group of developers that are strong in their beliefs of personal privacy and a great way to protect it.

Again, I don't want to divulge too much, and all I need to know is… How do I get my idea to the right person/ people?
