Creating a webpage for data entry

Hello!

I want to create a website for data entry. I will be collecting traffic data (how many times people come to work/school/uni with bicycle, bus, car; how many times per week are they using different types of transport; there will be some traffic count data to gather,…). This data municipalities will manually enter into my website. The webpage doesn't need to be fancy, because the main goal is to get data and then analyze data and have some insights about traffic in certain municipalities. They will have to enter data once a year for five years. The municipalities will need to create an account to input data. I want to have some nice visualizations on website for all of the data so I can present it to public.

I have some experinces in python (altough very limited) and html/css. Can you give me some examples how to start, how much do you think is a aproximate cost if a company do that for me? Which tool are the easiest to use? Is there any white-label solution for this?
