managers of small budget projects – is it suicide to remove static analysis/unit testing?

I am hoping code reviews and black-box testing would be sufficient as I am concerned about tiny software budget

I remember happily complying with mypy, flake8, endless unit tests etc etc when at a fortune 500 company because it was their policy, money and time. Now its my resources I am concerned with prettifying code rather than getting it out the door on time before customers get angry
