Standardized Code Review Processes – Worth It?

I was talking to an engineering leader at a large company (5k devs), and he said every team in the organization gets to decide their own dev process. Some do code review, others not. Does this yield success? And what do you think the leader (managing >200 devs) thinks about their effectiveness?
