New voice chat platform for disasters. Any tactics?

Hello, last month there was a great disaster in my country Turkey. Phones could not be reached, thanks to bandwidth thing.

Now, I want to make an app to solve this. Any ideas on how I can do this? I can also deal with a new technology.

There are already a lot of voice chat apps already – I want to do something different.
