In a company, who (if any) makes sure that code follows ‘proper’ design patterns, maintainability, readability, etc?

Is it part of a QA Engineer's job to also make sure that code is well-organized and follows generally accepted guidelines? If not then who usually takes charge of this part so the codebase doesn't devolve into spaghetti code ?
