Best custom streaming API

I am building a website on bubble where one of the features is that I want users to be able to upload videos on my front end and pick a thumbnail from the video or upload their own and then have other users leave timecode notes on those videos. These videos will live on their profile page as part of their "portfolio". I am looking to use a CDN provider that has robust API functionality.

The whole website will be behind a paywall so only paying users will be able to watch the videos and comment on them.

The original user should also have the ability to delete the videos.

I was looking at using Vimeo but I know they are pretty strict on copyright and I'm not 100% every video uploaded will be copyright compliant.

I was also looking at bunny.net but unfortunately their API does not allow the user to pick or upload a thumbnail via my front end.

Any thoughts on how to accomplish this with the least code possible? Was looking at fastly but wasn't sure on feasibility.
