Is it normal to spend more time fixing your environment than developing on a weekly basis?

The software I work on is hosted within a docker container and is developed through a vscode dev container. I consistently am having maven build issues, docker containers not having internet access, just absolute random shit consistently that takes me full on days to fix because I just don't know what the hell is happening. To be fair, I'm a shit developer, but I've never worked in an environment that just consistently stopped working constantly.

Not only that it takes like a full 5 minutes to build the project within a dev container. I honestly have a separate prototyping project setup with as close to the same dependencies as the main project just so that I even have a chance at being able to develop for this God forsaken thing.
