how to make a freeform window like the minimized Zoom window

Hey, I am working on a personal project and I would like to know how to make a div on my page move around while still being able to interact with the items in the background and drag it to any place on the page. Writing this in html, css, javascript. I know Zoom is not built with that but I was wondering if there's a way to mimic that same effect for webpages. If anyone has any ideas, I would love to hear.
