Can the methods from “The Phoenix Project” be applied to specific software development management?

“The Phoenix Project” is a classic book that tells the story of a complex system that was delayed in deployment for various reasons. Through the use of the Theory of Constraints (TOC), they were able to overcome obstacles and deliver value. IT personnel find the story very impactful because many of us have firsthand experience with similar situations. We have also tried to adopt some of the methods mentioned in the book.
