Encouraging PR reviewers to add comments

I've got some junior members of my team that have a tendency to rubber stamp my PRs. I try to be encouraging and show them that I value their input, but they still approve my requests faster than they could feasibly read all the code.

Does anyone have advice on how to encourage them to read the code and share their opinions?
