What would you suggest for Pricing a small application?

Basically, I was contacted by a friend at the new company he's working in. He asked me to provide a quotation for a small application that would just use SQL instead of their current Excel-based approach. I was going to charge around 25eur per hour (this is in EU) and since I'll be doing everything (potentially, even setting up the database on the cloud), I'm estimating the fee to hover around 500 euro.

This is my first freelance work I'll be doing on software. Can I please ask the community for feedback on this? Specifically, whether 25eur per hour is a good price for such an application and whether to provide the hourly rate or just a lump sum in the quotation. Thank you!
