I want to create a 3D image converter software

I want to build a 3D software that will have a website, and run on Windows, Android, and Apple platforms.

The software will convert images of humans, household items, and clothing to 3D. The software will also have API that other companies can use.

I have been researching and I haven’t been able to come up with the tech stack that I need to build the software. Knowing the tech stack will help me to choose a suitable software development company.

What programming language and other tech tools do I need to build this? I also won't mind a recommendation for a software development company that can do this. Thank you!
